Integrated Child Development Services (ICDS) Scheme in Sanaleibak
Integrated Child Development Services (ICDS) Scheme in Sanaleibak
The Poknapham Newspaper, Imphal (dated 30 September 2026), citing the CAG Report for the period (2018-19) to (2023-24), discovered that the Integrated Child Development Services (ICDS) scheme in Manipur has suffered from serious deficiencies in planning, infrastructure, staffing and monitoring, leading to denial of benefits to a large number of intended beneficiaries. The report found that the Social Welfare Department, Government of Manipur, failed to prepare for the Annual Project Implementation Plan (APIP), which is mandatory for the release of Central funds.
The monthly State Empowered Programme Committee meeting, which should be held every month, has not been held for the last 6 years. District and block-level monitoring committees were also not formed and were not functional.
The target of constructing 3,000 Anganwadi was not achieved, and many Anganwadi Centres are functioning in rented buildings without cemented floors, without toilets, without drinking water and without electricity/fans.
Against a target of 377,140 beneficiaries, only 322,186 beneficiaries were covered, with 58,954 mothers covered under the nutrition programme.
100 Anganwadi Centres had no medicine kits, and the kits supplied earlier were expired and not fit for use, depriving children and mothers of basic health services.
The findings of the CAG are not just numbers on paper - they reflect the reality of our poorest children and mothers in the villages. When an Anganwadi Centre has no toilet, no drinking water and no medicine, it is our child who suffers. When planning and monitoring meetings are not held for 6 years, it is the poor mother who is denied her rightful nutrition.
It is therefore high time for the Department to take this CAG Report as an eye-opener to ensure proper planning. Only then will the true spirit of ICDS – to reach the unreached – be fulfilled.
